So nobody can help me with this? I have successfully restored a backup
from a test content database but the main difference here is that I
restored it to the same server that I backed it up from so all security
etc was the same.

I'm thinking that it may be related to the new server that I am
restoring to may have slightly different security - app pool identity,
sql accounts. Does the security need to be identical for this restore
process to work?
