the feature of adding alerts for other users is however available by default in Windows SharePoint Services 3.0,

As you noticed, there is no such a built-in feature that can do this.
You can try Patrick's suggestion to use a third party tool to achieve
your goal.

In the meantime, we are very interested in your thoughts and opinions
for improvements that we can make to provide the features and
functionality you and your customers would like to see. If you are
