I think that I had a same problem.
I have a win 2003 DC + Exchange 2003.
It might be a issue on what account WSS are running. We first use a admin
account, and when we
create a application and after that we creata a custom account only with a
user privileges, and everything works OK.

I'm unable to complete the configuration of WSS 3.0 beta 2 and would
appreciate any assistance in resolving this matter. I have searched the

Operating Environment (Briefly):

Win2k3 SP1 (3.0 GHz Xeon, 2.5GB RAM, Plenty HDD) with MS Exchange 2k3 +

WSS 2.0 + sp2 (Installed and configured - working well)
All WSS 3.0 beta 2 pre-requisites are installed and validated by
prescan.exe
Installed WSS 3.0 beta 2 (standalone, "parallel install") - server
rebooted
Run SharePoint Products and Technology Wizard (successfully)
Open SharePoint 3.0 Administration (successfully)

Opened IIS - Both Web Sites are present (WSS 3.0 Site and Administration
Site)
Checked "SharePoint (80)" website (I was required to change to the port
number as it conflicted with the default website) - reset the port number
to
90
However the homepage (WSS 3.0 site) won't open "The page cannot be
displayed"

I created a new top-level web site (from the V3.0 administration site)
[SharePoint (2951)] hoping that this might resolve the issue. I received
a
confirmation that I'd successfully created a web site; I can access the
newly
created v3.0 administration site however when I try to open the homepage
"The
page cannot be displayed" webpage appears.

I would be appreciative of any assistance or direction from the members of
the newsgroup.
