Problem creating a new site in Sharepint 2003

Hello,
I'm trying to create subwebs in sharepoint 2003, and after I enter the
name, description and URL, The name and description of the site i'm
trying to create under are being changed, and when I try to apply a
template, I get an error that the site already has a template, and it
takes me back to the site i'm trying to create under. and I see that
its name and description (but not url) have changed.
If I try writing the url I asked for I see the site have not been
created (the page cannot be displayed).
No voodoo works, I tryed restarting the machine...
please help!!!
