There is a tool built in called smigrate that can accomplish this task.
Feel free to ping me if you need more assistance on this but there is some
pretty decent documentation out there on the web for this utilty. Its
pretty straightforward and simple to use.

Hello,
We are using SharePoint Services and the we have our Sharepoint site
setup currently is, we have sites based off of the root. We have
decided on a structure within our organization and some users have put
some time and content into there current site and we do not want to
have to make them redo what they have already currently done. Our
current structure is setup similar to below:

Current Structure
Root
Infrastructure Site
HR Site
Acct Site

New Structure
Root
- Departments
- Infrstructure SIte
- HR Site
- Acct Site

My question is, how do I move the HR site, for example, from our
current structure to the new structure?
