It depends on your definition of pain :)
I've added a hundred users at a time (and then given them rights to the
site(s) without having cramp (just extreme boredom).
One thing I've discovered is that it is best to keep a record of their names
and passwords as you can bet that a certain percentage of the users will
forget their passwords and then you have to go to the server again to give
them new ones if you haven't kept a record. Even amusing yourself by giving
them passwords like "Iforgot" gets boring after a while.
But the real snag with this method is when you have more than one front-end
and you have to do it all again for the second front-end (etc.).

The way I do it is to
a) specify on the server the user as a user on the server (saying
permanent password; user doesn't change)
then
b) give in WSS the user (as servername\username) rights in WSS.
The lack of a) is the reason you are getting "user does not exist"
Englebert's solution is valid but can become a pain if your WSS sites
increase in number thereby requiring the number of local users be added.
