What's "Team Foundation Server" ?

(In normal WSS I had the impression that if when you created a site you
specified that you wanted authenticated users to be able to access it, that
they did only have Reader rights. I did this only recently and that's what I
remember seeing. It's also completely logical so I don't think my memory is
going).

We have WSS 2.0 running with Team Foundation Server at our office, and I

wondering if it was possible to change the default permissions that sites

created with.

I would like any authenticated access to be treated as a "reader"
automatically, but as it stands, I need to go in and change this for each
project that is created.

Is there a way to make this the default behavior for when a site is
created?
