\par With further research, I found Quick Time will register a add on in IE with higheset priority to display a TIF file. Based on my test, totally removing Quick Time can resolve this problem. But I not sure if we can only only disabled the add on for TIF file in Quick Time. You may consult Apple or post in a Quick Time related group for this question.
