K2.net will give you that capability out of the box, and is very strong
in Human to Human, as well as Human to System workflows. It's
Sharepoint integration is very powerful, and covers a broad range of
Sharepoint automation pieces. InfoPath can also be targeted as a UI,
and the views / underlying xml will be extracted and used within the
business process.
BizTalk will not be a good solution to invlove a human, as it is more
geared towards systemto system integration, and Human Workflow Services
(its human workflow component) has been discontinued.
The next version of K2.net, codenamed BlackPearl, will be WF based, but
will hide all the complexities from the developer. (You can still drop
down to the WF level, and extend if needed, but K2 takes care of
everything for you).

InfoPath is a pretty straightforward program, its just a form designer. You
can look up your data from SPS lists etc. or your own data sources, put text
boxes, drop downs etc., and then the workflow end is pretty open to your
choice. There are some commercial products like k2.net which are pretty nice,
BizTalk can orchestrate workflow as well, or you can probably dip into WWF,
but I haven't tried it yet only heard rumors.
The caveat I should mention is that everyone (in this version of InfoPath),
will need to have the client installed.

Your best bet if to use InfoPath. WSS will give you the option of using a
form library which will allow you to merge the forms to get a summary view of
anything, and you can orchestrate workflow to send it to specified people etc.
