I am having a similar problem, although I am the administrator.
I created a site based on the team site, customised it (add a few lists and
libraries) and then saved it as a template.
Any new site that I create using that template the users cannot access the
non list / library webparts.
I didn't acutally remove those webparts, they are there if you are an
administrator of the site, just not if you are anything else...
Any ideas?

(I hate nothing, well, not much, more than people who permanently remove
features from SharePoint :-(

Thanks for your reply.
I created sub-site "ss2" using the "basic meeting workspace" but when I
changed the drop down above the list of parts from 'create' to 'browse',
there are only 4 web parts visible in the ss2 Gallery (also 0 in web page
gallery, 0 in virtual server gallery, 8 in Online Gallery (MSNBC Business
News, Entertainment News, etc).
It looks like the templates have been modified. I guess I will have to
contactthe Systems Administrator?

Following SharePoint beginners' tutorial to create a WSS site:

Tutorial says "Add Web Part" -> Choose "Content Editor Part" from the

gallery. However, this does part not exist on the Web Part List.
Neither
does "Form" web part.
Checked all galleries. Ensured no Next button.

Shared Documents
Tasks
Do I need to get Systems Administrator to add more parts to my subsite?
