How to design this site on WSS?

Hai,
I wish to design a site based on below criteria, can somebody guide me in this regard?
In brief I have to setup a WSS Site with Members, Clients and Partners subwebs. All these subwebs has complex rights assignment like some members can have rights on all the subwebs, clients/partners has no rights on other subwebs and so on, some members need to view/edit documents in clients/partners subwebs.
At present what I did was
1. created a root site for Members site and one subweb for a client company and one subweb for partner company?
>> is this the right procedure? say if I have 5 clients I need 5 subweb for each client and likewise for partners too.
2. inherited rights on subwebs (to get the members list on subwebs) and changed the rights to "Unique permission" and created a user for that subweb.
>> what if this user tries to access other subwebs or the root webs? How do I get the members list asa it's added on the root web (as members list area created only on root web)?
MY PRESENT CONFIGURATION SEEMS TO BE ROUND ABOUT WAY... ANYBODY HAVE SHORTER WAY TO ACHIVE THIS?
Server Setup

Windows 2003 EE (All the users are based on Active Directory)
WSS Installed on server Farm.
Site Design
-----------
Sharepoint (Home Site)
* Clients Site
- Company 1
- Company 2
- Company N
* Partners Site
- Company 1
- Company 2
- Company N
* Members Site
> User 1 (Admin Equelent user)
> User 2
Requirements
1. Members Site->User 1 has full access on all the three sites.
2. Members Site->User 2 has view access on Clients Site & Partners Site and full rights on his lists & documents.
3. Members Site->User 3 has no rights on other sites where as full rights on his lists & documents.
4. Clients Site->Company 1 should be restricted to view or do changes in his own site and no other site should have rights to
view. Like wise for Company 2 and so on.
5. Partners Site->Company 1 should be restricted to view or do changes in his own site and no other site should have rights
to view. Like wise for Company 2 and so on.
6. Members Site->User 1 need an direct option to change documents on Clients/Partners Site without going through their site.
7. Members Site->User 2 need an direct option to view documents (rights assigned) on clients/partners site without going
through their site.
Question
1. How do I assign rights for document based on user name?
2. How do I share documents/lists (like contacts, links, documents) from one site to other?
3. Is there a way to add users without using Active Directory?
