I presume you know that setting the parameter to 0 means that you don't get
!New at all, which for most of your users will be the same as having it
appear only for 15 minutes :)

Otherwise you could set the parameters to 1 and intercept all additions to
the site so that they are all held back and posted at exactly 23:45 server
time. (Don't ask *me* how to write that lot of code!)

I'll confess I don't see much point in setting this to 15 mins. It annoys me
that it's still visible after I've read the item but otherwise I find it
useful to have at least some indication of what is new in the past few days.
