Deb,
For all users to read all resources, I've done the following.
On the Main Site, go into SharePoint security and add 'NT
Authority/Authenticated Users' into the Reader group. Once this is setup, I
ensured all my subgroups had "Inherited" security...this making this Reader
group available to all sub-sites. If I wanted to restrict access to a
certain item, I'd specifically go into that item and remove the "Reader"
group from access and grant special Uninherited security permissions based on
requirements.
