Edit Documents with Anonymous Login?

We are behind a firewall and all the people who will be hitting out
SharePoint sites are also behind our firewall. The server that Sharepoint is
installed on and the one that SQL Server is stalled on are not exposed to
the outside world. We do not use Active Directory.
I have played around with IIS and Anonymous login settings. I've tried
everything I know. We want our division to be able to hit the SharePoint
site and work on documents that are in the shared directory. They should be
able to add, edit and comment using Word 2003.
At this time if they pull up a document and try to do anything it comes back
with a Windows Log In box for the server. Actually it continually comes up
with this box but you can just continue hitting Cancel and keep going. Am I
correct in understanding that without AD running, we will need to set up
every user who is going to hit the server with a log in if they are to edit
documents? Yes, IIS is set to allow Anonymous Access.
