Yes, they will and does work as long as you only have 50 or less users.
I have gotten around this by adding the NT Authority\Authenticated
users group. I trust and am trusted on the DOMAIN, so anyone who has
loggen into the DOMAIN is given acess. It doesn't give them by name,
so they can't create a site by thier name, but it does give them all
access. I do not have Site creation turned on anyway. We are pretty
locked down, so it works for me...
