There is no security at anything less than the document library or list
level.
This (no security) applies to folders within document libraries.
Lists are possible so that part of your question is doable. (Open the List
and Modify Settings and Contents - third item). Note: one kind of list
(Issues?) doesn't have different access rights, all the rest do (as above).
