Missing Menus



I have recently been testing WSS. Everything operates normally when I use
the simple installation with MSDE. However, when I tested with SQL, the top
menus on a Sharepoint Site (site administration, etc.) are missing - no
matter what template I choose. Does this make any sense to anyone?
