This is the correct newsgroup for asking questions about
Windows SharePoint Services
(that are not WSS Programming questions - web services; creating web parts;
coding questions - as they would go to
microsoft.public.sharepoint.windowsservices.development)
There is no "SharePoint Portal Services" so I presume Windows SharePoint
Services (free download) is what you mean.
