Unable to add web parts & edit with frontpage

I am experiencing strange behaviors with a sharepoint site I have recently
setup - most of the site works fine (can create sub-sites, etc) but I have
the following two issues - I suspect these issues are related - but I'm not
sure:

1) When I try to add a web part to any web zone on any page - it fails and I
get the informative "an error has occurred" message.
2) I can open the sharepoint site in frontpage - I can create new *.aspx
files - however when i try to open any file on the server (including the
files I have created) I get a "You do not have permission to do this
operation. Ask your web site administrator to change your permissions and
try again." error.

I thought this was a user management/permissions issue however I am using a
user who is a member of the administrators group in Active Directory and is
a Sharepoint Administrator and should have all the permissions they need.

Any ideas on what I have configured wrong? Any advice or direction is
appreciated - thanks in advance,

ps) if it makes any difference we are running Sharepoint Services on a
single web server that also hosts our MSDE database.
