RE: How can a user save a document library as a template?



Colleen,

WSS team site's (a.k.a web's) are grouped in a site collection. When saving
a library/list as a template the .stp file is stored in a special library
(List Template Gallery) located at the site collection level. While your
test user account is a administrator of the local web, the account does not
have write access to the List Template Gallery located at the site collection
level. For what you are trying to do you need to insure that the account has
administrator rights at the site collection level.

When you successfully save a library/list to the List Template Gallery you
will notice that the URL is changed, the URL does not contain the web's name
and only the URL to the site collection is remaining.

Also the reason why it all works when you make the test account a member of
the local administrators group it because that account/group has mostly been
give administrators control of the SharePoint installation from the
SharePoint Central Administration interface.
