No, Outlook Web Access is an Exchange feature and really has nothing to do
with Windows SharePoint Services. It's basically a way to access Exchange
using only a browser. I'm not sure if the security in Exchange is granular
enough to permit the president's calendar to be public while still protecting
his mail and address books, but it's something to investigate.

You would link this into a WSS site just as you would hyperlink to any other
site.

Yes, WSS and FrontPage 2003 work very well together. FrontPage 2003 has a
number of features designed specifically to work with WSS. For example, you
can add or edit pages (including Web Part pages), create and modify lists and
libraries, manipulate library content, and create Data View Web Parts that
display data from lists, libraries, external databases, Web services, and XML
files.
