Creating alerts

I am trying to create an alert and getting the following error: This virtual
server is not configured to send e-mail. For assistance, contact your server
administrator
WE have been able to create alerts before with no problem.
This past sunday we did a clean up of WSS. I got the steps from Microsot and
mainly just created a new config database. Would this have anything to do
with us not able to creat alerts. If so what can I do to fix this problem
