Opening Text Files with other Programs

Hi,

The problem I have is that when a text file is opened, it defaults by
opening up in Internet Explorer.

The is no use to our developers or DBA's as they require it to open with a
program of their own choice (Toad, UltraEDIT, Squirrel)

Is there a way of changing the way txt files are opened in Windows
Sharepoint Services?
