If the problem is that he hasn't the ability to amend a Personal View,
there's a setting to specify which Site Groups you need to belong to to be
able to have a Personal View. Defaul usually isn't only Administrator but it
might have been changed.

If he has a Personal View but when he tries to amend it his Personal View
doesn't list the Content Editor Web Part, then I don't have any ideas (the
problem with always making amendments as Administrator ...)

Is this the only "standard" web part he can't see ?
