I can't help much.
There are several reasons why people are being prompted three times (apart
from the obvious one of not having rights to the site/sub-site/doc lib) and
the ones I know about are listed in the WSS FAQ site (for instance there's
at least one KB article that I remember might apply)
(Sorry you'll have to research it yourself - I'm at work)
On SP2 I don't remember the details. I'll try to get a copy of the MS
presenters' slide set and see if there's any more there. I *think* he just
said this was a problem without giving a solution.
