LIke Mike, I can only guess, but my guess would be that what you describe was
envisioned as a job for SharePoint Portal Server.
For example, you would create a number of WSS sites, one for each security
combination, then assing these sites to areas in SPS, and then assign the
clients to audiences. This would filter the list of sites (and thererfore the
content) for each client.
