Just a wild guess but if he can't even open documents then maybe you should
be considering a re-installation or repair of Office 2003.

Uploading Office documents to the site doesn't depend on a good copy of
Office being present but if he can't do anything (even right-click download)
with them, I suppose Office might come into play (although I would actually
have thought that right-click+save as wouldn't access Office either).

Can you say what site group this user belongs too (inlcuding whether that
site group has update rights); whether anonymous access is allowed and
anything else you can think of.
