stsadmin 'enumsites' result : <SitesCannot complete this action

I have two Sharepoint Portal Server 2003 installations on Windows 2003
server. Both Windows Sharepoint Services and Sharepoint Portal
Services have been 'service packed'. There is nothing special to the
configurations yet), everything is standard (for now). Publishing to
both servers works fine (so : no SQL connection problems).

BUT :
when I use STSADM.EXE to list the sites I get errors on both servers.
I am certain that the command is built properly :
"C:\Program Files\Common Files\Microsoft Shared\web server
extensions\60\BIN\STSADM.exe" -o enumsites -url http://ISSRVTSTPTL01

On both servers I get the following result :

<SitesCannot complete this action.
Please try again.

Can anyone help me with this ?
