First we need to know what was the "SharePoint" you installed before you
installed Project Server. (Was it SharePoint Portal Server 2003 or Windows
SharePoint Services). Then a confirmation that the Project Server version
you installed was Project Server 2003.
As that in any case includes (a slightly enhanced) version of WSS, your
mistake was probably to install "SharePoint" at all first. But help us by
telling us exactly which products you did install.
