Creating a New Sharepoint site.

When you create a new sharepoint site, in the Web Site Address section > URL
name: you have a combo that only list 'sites'. How can you do more then
just 'sites''? Our thought is to keep the url short like server/Division not
server/sites/Division. I am missing something.
