This unfortuantely isn't the way Windows SharePoint Services (there is no
SharePoint *portal* Services - but there is SharePoint Portal *Server* 2003
that also includes a WSS "layer") works.

All users see the same things provided they have the rights of access to the
site/sub-site/document library.

The document library is the lowest level to which you can grant access
rights. You can not amend the security settings so that a particular user
sees only his documents. Once a user can access a document library he/she
sees all the documents in it.

The only way to achieve what you want would be to have document libraries to
which only one user (in turn) has the right of access. (i.e. doc lib A for A
only; doc lib B for B only etc.) This would give you documents (in their own
document library) that only one user can access while allowing the
administrator to see all documents (in all document libraries).
