As you have discovered permissions are granted for the entire document
library not for individual (or groups of) documents within a document
library.
The only way (in my opinion) to do what you want would be to set up a set of
different document libraries each of which all people could read but for
each one only one person could add, update and delete. Then you would have
what you want. But whether it would be worth the effort is up to you.
(You could put web parts of all the document libraries on a single web part
page if you wanted to "consolidate" them in some way.)
