Hi Bob,

1) Yes, Portal Server does this. (but don't take just my word for it
as I havn't tried it)

2) If your sharepoint sites allow anonymous access then there are
plenty of inexpensive search engines around that do what you want.

If authentication is required on the WSS sites, there are a few
expensive enterprise search tools around that will do this. I've been
looking at Copernic Enterprise Search:
http://www.copernic.com/business/enterprise-search/index.html
It's free for the first 5000 documents in the index, then you pay
according to how many documents.

If you have restricted access to certain areas and want to show the
user results only from those sites/lists they have access to, then
Portal Server may currently be the only option.
