You can't.
Specifically you can't remove standard site features such as the New Item
button according to the rights of the user (or which group they belong to).
You can remove New Item possibly but then it is removed for everybody.
Users who can access a site / sub-site / document library see everything
even if they then can't use them because of insufficient rights.
