Colin,

Maybe you didn't get an answer because your question below and the
subject line doesn't make too much sense ;-).
Let's clarify this a little bit. WSS is installed per Virtual Server not
Virtual directory. During first installation WSS will extend by default
the standard web site.
If you need to extend more virtual servers check the admin guide for a
detailed process. When you follow the guide you have a new WSS extended
virtual server, which is working and have all standard web parts
installed.

stsadm -o enumwppacks always returns "There are no items matching the
criteria specified" on a fresh installed WSS extended virtual server,
because the standard WSS web parts won't show up using this tool, just
installed third party web parts.
