So my input on your issues. The first you're talking about writing an email
processing engine that uses the SDK to create the issue. This can be done,
but it's generally speaking a non-trivial task. I'm not sure where the
question really is... you can write it if you want. It would be more along
the lines of a Windows service than it would be a web part.

On changing the message that is sent out, I have no idea. I've not run into
this issue. There are some ways that if it's not supported in the SDK you
could make it work... processing the mail through a mail server that tore
apart the messages going through it and adapting the content, but this seems
to be overkill for your situation.
