So in a nutshell..

I can move it (FP2003 worked just fine) but there are no
tools to retain permissions.

Meaning the admins will have to be re-added and they will
have to re-work permissions for EC and any sub-sites
under EC that do not inherit permissions.

Moving the content I can do easily. It's the permission
thing that stinks.

If anybody else has info on this... I appreciate the
replies thus far.
