Thanks for all of the replies. I chose to directly manage the
permissions of the document library. I don't want all users of the
site to be able to access this library. I removed all of the default
groups that had access to the library, and added 3 specific users.
However, this is not working. All site users are able to access it.
I double checked the anonymous access, and that is turned off.

The only thing I can think of (which I will now try), is that all of
our users are in the "web designer" role.
