I don't do this (I think) the way Tyler does this (although I might have
misinterpreted his answer - if so apologies).

I open the Document Library. Go there to manage permissions (or similar
name) and there I remove the existing user types listed there from being
able to access the doc lib.

Then I add those three users there.

>From your message I presume that you are adding the users there but you
don't mention removing the existing user types. Once you've done both then
my experience is that no-one except those three users and Administrators can
access the document library.
