Get a list of user that needs access to the Document Library. Then go to the
Site that holds the DL and remove all users and groups, then add just the
users or Group that need access to the DL, if at any point you want to let
the default back in just click the "Inherit permissions from the parent Web
site." Under Change Permission for the DL.
