Document Library Security Not working properly ...

i created a new document library. Changed the security permissions
NOT to inherit from the parent site. i then added 3 users to the
access list. I then uploaded a document. I sent the link to the
folder to someone on my team who was NOT on the access list, and they
were able to open the folder fine. They were also able to open the
document fine.

I have checked everything numerous times and can't figure out what
could be wrong. Looks like a bug, but that would be too embarrasing.
Any ideas?
