Permissions cooked

SORT OF WSS related

I'm running 2 webs servers, one 2003, IIS6 WSS.
The other Win2k, IIS5 STS.

When ever I open a website on the Win2k box using Frontpage 2003 it screws
the entire permissions for all site and sub webs ( or so it seems ) .

The only user roles that are available are
Browse
Only users configured are 'everyone'

These changes are active until, I load the webpage in Frontpage 2000, load
the permisions. Then they seem to be restored.
Odd - Any ideas....
