File Uploads taking *forever* - any way to improve this?

My WSS 2003 customers are having significant problems
uploading files to their document libraries. All
customers are "remote", i.e. connecting from an external
network; but all the connections are T1 or similar.
Customers are experiencing two related problems:
1) Uploading files is incredibly slow in general. I was
able to duplicate this problem when i was on a business
trip. A 5-MB file took 6 minutes to upload.
2) For most customers, they receive a failure message
when trying to upload a file larger than 5MB. It appears
to be timing out, although I have set all the timeouts I
can find to huge amounts (65000 seconds in IIS; I don't
immediately recall if there is a timeout setting in WSS
Administration, but if there is I have it set very high).
My WSS sites are all running https:// connections, i.e.
port 443; so we already know there's a lag time because
of the required encryption. It shouldn't be *this* bad,
though. Are there documented problems with running WSS
on an https:// address?
Has anyone else experienced this sort of horrible upload
lag time, and if so what did you do to improve your
server's performance?
