Ah now we've got you.

You can't install WSS on Web Edition as a default installation !

You can only install the front-end on the Web Edition and must have the
database on a second server. That database is usually SQL Server 2K but can
be MSDE 2.0 (the standard MSDE not the WMSDE that comes with WSS).

This is well hidden in the Admin Guide but it is there only a few lines
below where it says you can install WSS on Web Edition.

You are by no means not the first person to miss this.
