We have already had this in other earlier threads and established that it is
for an upload *batch of files* and doesn't affect the maximum size of a
*single* file which is - irrespective of the value of this setting -
somewhere between 70 and 120 MB.
Having this setting 30MB means of course that a single file can't be larger
than 30MB but having it 200MB doesn't mean you can upload a single file of
200MB size.
