You'll need to pay for SQL Server 2k (normal licensing applies - could be on
the same server or with a Win 2K/2003 license on another server) but apart
from that the "free service" (WSS) will give you searching.
WSS (when it uses SQL Server 2K) uses SQL Server Full-text Search which is
good enough for most things.
With SPS 2003 you can chose between the same SQL Server Full-Text search and
the SPS Search which is supposed to be better for large-size enterprises
(and does of course also cover files outside the SPS/WSS system unlike the
WSS search which searches only WSS data).
