Meeting Workspace - Change of language choice afterwards

According to the help files, one can alter the language
of a workspace site afterwards (for instance from English
to Spanish).
I can only find the settings for changing the locale
(date representation) but not for changing the language.
Is the help file mistaken or am I looking in the wrong
place ?
