Hi Ali,

>From your description, you are going to change the new user password. Is that right? If you create the local account or domain account for your
WSS site users, you can change the password in the lcoal machine or domain controller. Furthermore, if you don't want to let the user receive the
email, you can dis-select the "Send the following e-mail to let these users know they've been added" after adding the users in the "Manage users"
section of site settings.
