This is standard.

If the user is in a part of the site he/she *can* access then he will see
links to things he can't. In some case the error message comes right away;
in some cases like Site Settings, he/she has to attempt to change something
before the error message comes.

There's little you can do about it (bar very clever extra coding, possibly)
except remove the links from everyone's view.

library, Hyperlinks or Sites.
But every user see links, without having permissions. So
he get error messages every time.
How can I prevent this?
