Do you have correct permissions on the %temp% directory for Network
Service(or STS_WPG) and also on the Temporary ASP.NET files folder under
Microsoft.NET directory. I think IIS_WPG should have permissions to this
(Network Service should have got added to IIS_WPG and STS_WPG, check this
out too). Finally check the Admin guide under the topic Files and
Permissions and it gives the list of permissions required for WSS to work
properly.
